John is the author of the Prevention of Crimes Committed by Weapons of Mass Destruction (Scotland) Bill 2007
On 29 January 2007 John was one of the Keynote Speakers at the United Nations Association Conference in the Scottish Parliament.
John's theme was 'A Vision Shared'. He was delighted to share the honours with Lord Hannay,
who was until very recently the UK Ambassador to the United Nations in New York.
What The Bill Does
Create a new statutory crime in Scotland of :
(i) Firing a nuclear weapon
(ii) Ordering others to threaten use or to actually use a nuclear weapon
(iii) Enter into contracts which support weapons systems of mass destruction (eg supply equipment)
whilst
(iv) Preserving the Right to Work on the submarine bases or other infrastructure transforming these for civilian purposes.
and
(v) Imposing jail sentences of up to 25 years and referral to the War Crimes
Tribunal in The Hague for breach of this law The Consultation Paper can be read
